Can I process Word, Excel and PowerPoint without ribbon?
Is there any way that the alt keys for the top level menu can be activated? For example, press Alt, O, E would open the format cells dialogue box.
Yes, if you press Alt, Q, Q, the all menu item will show. If you press Alt, Q, Q, O, E, a format cells dialog will show now. You could do the same things in Word and PowerPoint.
Can I process Word, Excel and PowerPoint without ribbon?
Yes, if you added the classic menus and toolbars to Quick Access Toolbar as following, you could do most of working with ribbon.
1. Right click on bottom of the Toolbars, select "Add to Quick Access Toolbar".
2. If you need, you could also select "Minimize the Ribbon".
2. If you need, you could also select "Minimize the Ribbon".

3. Now, you can see the Toolbars on Quick Access Toolbar!

How to show all menu items in Quick Access Toolbar, so I will always access all menus without clicking the Menus tab?
You need add the "All" menu item to Quick Access Toolbar, as following:
Click the menu item "All" of Microsoft Office 2007 with right button of mouse, a menu pop up, click "Add to Quick Access Toolbar" with left button of mouse.

Now you will see All menus displayed at Quick Access Toolbar. As following:
